    After the unification of Crimea with Russia in April 1783, the frigate “Ostorozhny” was sent to the peninsula by order of the empress Catherine the Great to select a site for the construction of a military port. Akhtiar Bay was chosen for the construction. On June 14, under the direction of Russian Rear Admiral Thomas MacKenzie, the first four stone buildings were laid, marking the beginning of the city.
