President Putin noted that Russia is “sincerely committed to the ideals of a multipolar world.”

The situation on the international stage is increasingly deteriorating, even though international cooperation should be one of the main factors in humanity’s development and prosperity. The Russian President drew attention to this during a ceremony at which new ambassadors presented their credentials.

He also proposed returning to substantive discussions of Russia’s initiatives for a new and fair security architecture.

Here are the key statements by President Putin.

The international situation

—The situation on the international stage is “deteriorating more and more”: “I think no one would argue with that.”

—Diplomacy and the search for consensus and compromise are increasingly being replaced by unilateral — “and very dangerous” — actions: “And instead of dialogue between states, we hear the monologue of those who, by the right of strength, consider it acceptable to dictate their will, lecture others on how to live, and issue orders.”

—It is necessary to more insistently demand that the entire international community comply with international law, “and also to provide real support to the emerging new, more just multipolar world order.”

Russia’s foreign policy course

—Russia is “sincerely committed to the ideals of a multipolar world”: “Our country has always pursued and will continue to pursue a balanced, constructive foreign policy that takes into account both our national interests and the objective trends of global development.”

—Russia is interested in maintaining with all partners “genuinely open and mutually beneficial relations, deepening ties in politics, the economy, and the humanitarian sphere, and jointly countering acute challenges and common threats.”

—Russia is ready “to build equal and mutually beneficial relations with all international partners in the name of universal prosperity, well-being, and development.”

—Russia “advocates strengthening the key, central role” of the United Nations in world affairs.

—The imperatives of the UN Charter “are now in demand more than ever.”

Security architecture

—Security must be comprehensive: “It cannot be ensured for some [countries] at the expense of the security of others. This principle is enshrined in fundamental international legal documents. Disregard for this basic, vital principle has never led — and will never lead — to anything good.”

—Russia has repeatedly put forward initiatives to build a new, reliable, and fair architecture of European and global security: “We believe it would be worth returning to substantive discussions of them in order to formalize the conditions under which a peaceful settlement of the conflict in Ukraine can be achieved — and the sooner, the better.”
