On March 15, 1818, Emperor Alexander I ordered the drafting of Russia’s first constitution—the “State Charter of the Russian Empire.”

Count Nikolay Novosiltsev (pictured above) was tasked with developing the document, which proposed establishing a constitutional monarchy in Russia. Legislative power was to be shared between the emperor and a bicameral parliament (the State Sejm). Members of the upper chamber, the Senate, were appointed by the monarch, while those of the lower chamber, the Ambassadorial Chamber, were elected by noble assemblies and urban societies. The parliament was responsible for approving laws and the budget, but the emperor retained the right of legislative initiative and veto power.
