As announced earlier by President Putin, the new national project will be launched on 1 January 2025. The project’s main goals are as follows:

Large family with multiple children should become the norm in Russia.

Over the next six years, the country should achieve sustainable increase in birth rate.

The program includes the following support measures for families with kids:

”Family Mortgage”program, whereby the government subsidizes below-market mortgage rates, will be extended until 2030.

Also extended until 2030 will be the state program whereby each family giving birth to the third child will receive a subsidy of 450,000 rubles (5000$) towards their mortgage payments. (This is a substantial amount relative to property prices outside Moscow and Saint Petersburg).

More broadly, the project will include activities aimed at supporting fertility and large families, promoting traditional family values, ensuring a decent quality of life for families, improving health (including reproductive health), supporting active longevity and the elderly, and enhancing the overall well-being of citizens.

Initiatives in social policy, health care, education, and housing infrastructure development are aimed at encouraging families to have children.
